1423.01 View Transfers breaks display

If 'view transfers' is enabled, the transfer area shows up at the bottom of the window, but the file area doesn't get the scroll bar it needs.

Result: redraw overwrites, invisible files, etc etc...

That does explain what I'm seeing. It still seems that's a defect. When a window is enabled, the display elements ought to be resized appropriately to avoid redraw errors. (In the error mode, as I move my cursor over the file list, it draws on topo of the transfer window!)
