connection error (0-38)

running core lite ftp on a vista laptop.

Connect socket #1520 to xxx.xxx.xxx.xxx, port 22...
Can't establish connection --> xxxx.xxx.xxx:22 @ Tue Feb 23 20:55:40 2010 (0-38)

the attempt to connect is NOT in the server logs. could you please tell me what the error message is telling us?
