Can you be a little more descriptive about the problem you're having?

I'm sure what you wrote is exactly what's happening, but it isn't quite descriptive enough for us to know, based on text only, how to help.

I don't know if i can say anything else that will help, but here goes. I can open a folder, but when I try to open an existing file (example: filename.htm) nothing happens. I tried to reboot with no change.

Is this on your local side of the FTP client, or the remote?

Local: Your own computer.
Remote: The computer you're connecting to via FTP.

Double clicking on the file (in a folder) on the remote side will DOWNLOAD it in to the directory/folder location that is currently viewed on the LOCAL (usually left-side by default) side. You then can traverse to that location on your computer to double click on it and view it.

You can also try to VIEW a file, either on the remote, or local sides. To do this, right-click on the file and choose VIEW.
