Downloads fine, cannot upload

I'm connecting the my web server to transfer files. I can connect and download without issue. When I attempt to upload any file(s) the transfer rate starts high but within 3 seconds drops to zero. About 9K of a 10K file makes it.

OS = WindowsXP MCE SP2
Firewall disabled
Antivirus disabled
Router firewall disabled

I found a work around. When I'm ready to upload I have to turn off Windows Firewall and in Internet Explorer's "Internet Options/Advanced" I have to un-check "Use Passive FTP." Then I have to ensure that the FTP software is set to NOT use Passive FTP.

Anyone have any idea why I need to do that? I hate workarounds, but they beat failure.
