In command mode, what is expected with both -ON and -OG?

In command mode, what is expected with both -ON and -OG?

If multiple overwrite switches are used, what is the expected behavior? for example if I use -ON and -OG in the same command, will the file be overwritten if the source file is newer than the deistination file .OR. if the source file is larger than the distination file? Or is there a different expected behavior?
