Interfering with Photoshop startup

This is going to sound really strange, but I swear it's true:

If I have a file transfer going with Core FTP, and try to start Adobe Photoshop, it will just sit there with an hourglass until the transfer is completed or interrupted. It's as if it has some DLL or other file locked that Photoshop needs access to, but only while the transfer is taking place. Any ideas at all on what I could do to cure this?? By the way, it is an older version of Photoshop. 5.5, on Windows XP Pro. Thanks!

I can rule CPU useage out immediately, sorry. This is a Pentium 4 HT with two 'virtual' processors, so if FTP was using all the time it could get, there would still be 50% left for Photoshop & other tasks.

Also, Photoshop will finish initializing as soon as a file transfer completes, be it 5 seconds or 5 minutes later. There is definitely something being locked out, I will look into what temp directories each program uses, perhaps the directory is being locked.
