Help:(Newbie) Error - 550 Permission denied

Please will somebody help me. I can't upload files because of this error. Can somebody guide me on how to correct this. Thanks

The two most common reasons for this error:

1: You are uploading to a directory that doesn't allow uploading.

2: The user account doesn't have write access or is setup incorrectly.

But it was a public ftp and there is a ratio for ul/dl. so i think it allows uploads.

If its setup problem, can you please walk me through in fixing it?
