Unable To Create New Users on Server

When I am trying to create a new user on a domain it looks like it has created it fine and added it to the user pool once I've OKed it

When I then try to remotely connect using the new user details it gives me:

Connect socket #972 to {Redacted IP}, port 21...
220 Core FTP Server Version 1.2, build 505, 64-bit Registered
331 password required for test1
530 User cannot log in...

I tried with other already created users and can get in fine.

Then when I checked the server after logging out of the server and back in, the users I created disappeared.

Something may be preventing the config file from updating.

Exit Core FTP Server, try moving the CoreFTPServer\config.dat file to a different directory. Then point to it in the global settings:

It would appear the issue was that my colleague had loaded it on his system and therefore prevented me from actually making active changes.

When it loads it up in what is essentially "read only" mode there should be some form of notification for this to make me aware that my changes aren't being actively made to the config file.
