Error Getting directory list

I get the following error when I try to FTP into my Win2003 server running CoreFTP.

Transfer channel can't be opened. Reason: No connection could be made because the target machine actively refused it.
Could not retrieve directory listing
Could not create data channel...

I need to get FTP working on this server so I can backup to it. I have tried Windows FTP but get the same basic error.

add CoreFTPServer\coresrvr.exe as an exception to your firewall.
