No connection could be made because the target machine actively refused it. cant connect plz help

cant connect plz help
this is the error i get when i try to connect it worked before but now i got this new anti virus program called panda and it stoped working i even tried turning all firewalls and every thing off still nothing
The "actively refused it" message means that either your IP has been blocked, or your account/username. Try contacting the host of that FTP server to verify proper access.
If you use dial-up or do not have a static IP, just dial in to a different connection for your ISP, or wait until you have a different IP; see if it works then, if not you'll have to contact the host of the FTP server.
