What are the best practices to move an existing setup to a new server?

Just copy config.dat / reg.rgf / certificates to the newly installed server?

I need to stop/start the service at least once a week or it will take 100% CPU on all cores and make the server unusable..

Yes, 2 days ago we experienced the same issue again.

2nd time in almost 2 months.

Any ideas?

After 3 weeks of flawless working, coresrvr.exe suddenly takes 100% CPU on the server, but was still accepting connections.

Any logs I can check for troubleshooting?

There are only 2 IP allowed to connect on the firewall.
1 each minute for monitoring
1 for hourly transfers
